It is usually the top gamers that stream. That's how they get started. Nearly every top gaming streamer on Twitch was at one point or another at least a top 1% player in a game or played it a certain way as a challenge like handicaps or speedruns.

You get on the leaderboards with your stream URL, you funnel those gamers to watch your stream, you build your audience and maybe make money. That's the way most try to do it. Or just be funny but I'm talking about gamers here, whose streams are game focused.
