The inserts makes sense, allows him to use stylish sunglasses and still see things without having to order custom darkened lenses. Custom lenses are expensive as fuck, and depending on how bad his eyesight is they might not even be possible.

IIRC it comes from some fuckery to do with the Holy Roman Empire and later German Empire.

Prussia wanted to be a kingdom but in the HRE only a few kingdoms existed and the King of Austria and Emperor of HRE didn't want to share so eventually they worked out to make it so the Hohenzollern of Prussia had the title of "King IN Prussia" instead of "King OF Prussia"

Later when the HRE was dead and Germany unified they had to deal with a massive historical bagagge of the HRE and the many other titles and stuff so the German Emperor was both Emperor of Germany and the King of Prussia (who now could use "of" instead of "in") but at the same time Bavaria still technically existed as a Kingdom and still had a King just under the Emperor.

Yeah, that tracks. The Empire in Warhammer Fantasy is the late HRE. The Elector Count of Riekland and Emperor refers to himself as 'Prince and Emperor'. It's kind of awkwardly phrased but if they're pulling toward "Kaiser und Koing" it makes a lot more sense. They do get deep into their inspirations, like making the evil dwarfs Babylonian/Canaanites because in Tolkien, Dwarven is a Semitic language.
