So does that mean Keffals is on a ADHD pill that could be considered a "downer" as opposed to a stimulant? I'm not diagnosed with ADHD so I don't know how these medications work.

There are a few non-stimulant ADHD meds like Strattera® but they are a lot less common compared to stims like Adderall® or Ritalin®.

Scarface Scarcrotch and Shoe are probably talking about how stimulant medication can calm people with ADHD down and make them stop acting hyperactive. If taken in the right doses and manner, that is. A pretty good indication that he is on ADHD meds is whether or not he has lost any weight recently.
