This suits everyone. People don't have to run the risk of going to open air markets to score where they might get busted or robbed. Regular people don't have to suffer the eyesore of junkies scoring and along with the associated crime such areas attract.

But I can see that where you have a quasi decriminalization situation and the law against open air sales isn't being enforced anymore, you might get markets springing up again.

Due to weed being legal there has been more crackdowns on drug dealers (despite an influx of people who should get arrested for DUI). Given that it's easy as fuck to track people with phones, even with burners (it's stupid to use those with how easy it is to track them if you have to use them a lot) it's better to use the internet. It's why so many sites have popped up to find dealers. You don't even need to use cash anymore so you get rid of another way to track you. You'll still find older people still getting their shit the traditional way, but they're a liability. It's like people who still think Hells Angels still control the drug trade there, in reality it's the Indian gangs. Anywhere you have a port in Canada you'll find them operating out of it. Things are moving with the times because police are not so much getting smarter, but wanting to be seen as doing something.
Not sure what it's like in Kingston, but if it's anything like cities of similar size they'll be run the same way. Tighter nit groups to try and avoid arrests. The country has even seen less people making their own batches because they started to check on power consumption (it's why cryptofarms get raided, they think people are making drugs. The power consumption is about the same). Back in the day though it was easy to go after growops as you can just check the rooftops in the winter so they'd get raided more. Easier and less work.
