Well NI is still part of the UK, so immigration laws will be mostly the same.
While NI has some unique laws for its circumstances I can’t see the laws on immigration being any different.
It’s never been a popular immigration destination due to its checkered history.

So as such, yes playing games with the taxman is ill advised.

From what I can gather he will be able to apply for:

• Unmarried Partner Visa – For same-sex couples that wish to legally form a civil partnership, or convert their existing one into a marriage in the UK.
• Fiance Visa – Is designed for someone who intends to get married in the UK, but they must do so within six months from the date of your application

However, I am not sure how that works if one has gone to the UK for a holiday and decides to stay.

What is certain though is that they are not allowed to work.
