As @nmp explained, the document is called "GuideToTheCunnyverse" and it is just that: a guide for lolicons on the various "communities" and websites where their depravities are tolerated.
But the guide goes beyond just lolicon and shotacon:
There is a section on child sex dolls. What follows is a list of sites where these dolls can be purchased. The first link is to a business called Doll Factory Photos:
