You're right that the land itself is nearly worthless. That's pretty typical. As far as the improvements, I dunno, I've always heard they just go by basic stuff like square footage, number of beds, number of baths. And of course, assessed value =/= market value (the former is usually lower). House prices in the area have been quite inflated for awhile now and the pandemic did nothing to cool the market down. No shortage of houses for sale, but they all get snapped up quickly. I don't quite understand it, but I suppose if you broadly compare 2000 Milwaukee to 2020 Milwaukee, there were a lot of quality-of-life improvements... restaurants, craft breweries, nightlife, yada yada. That stuff is winding back down at an alarming pace, now, too, though. I think there has to be a market correction coming in the next 5 years, but what the hell, I thought the same thing 5 years ago.

We might see a correction similar to the 2008 but I suspect we won't for a number of reasons.

We're not overbuilt. The cost of building remains high. Many people are sitting on low-rape loans and won't want to switch to a higher-rape loan even if they are downsizing (it makes no sense to go from a $2000/mo payment on a 2% loan to a $2000/mo payment on a 6% loan on a much cheaper property).

My personal guess is that everyone is working toward a decade of below-inflation appreciation - house prices stabilize but inflation quietly eats away at the real value until things are "normal enough" again. We probably won't see drastic 50% drops in the average house price (maybe in some locations that should be nuked anyway), but if your house stays at $311k for ten years you might FEEL nothing changed, but it'll have really gone down quite a decent amount.

Anyway, this is a long-winded way to say that Ricky is fat.
