Megan hasn't been damaged by Chris's lunatic ravings, and won't be unless someone in a position of influence (who, I have no idea) ran across his little essays and took him seriously. She could probably get his FB pulled, if she knew or cared, but the FBI / SWAT / SEAL Team 6 isn't going to come storming in Anytime Soon. He's not going to track her down and deliver a fatal curse-ye-ha-me-ha or anything; that would require effort, and it's much easier to achieve the same effect via Lego effigy abuse in the comfort of home.
I don't know about Virginia or wherever Megan is, but you can sometimes get stalking/harassment protection orders. She doesn't have much of a case right now, but if Chris amps shit up she might.

I think it's highly likely Megan is completely unaware of Chris' latest freakout because she's moved on with her life and has a billion better things to do with it than look into what Chris is doing. (And what does that say about us?) It's been eight years, after all; she may not even bother to remember his full name any more. Hell, for all I know she may have gotten married and is no longer Megan Schroeder. And I will likely never know, because I don't care to know, because Megan is just another normal person and not worth obsessing over like what Chris is.

She probably has enough for a no-contact order at the very least. The ShecameforCWC.JPG rape threat "explanation" and Chris' current freakout are probably more than enough to get a judge to err on the side of caution and issue at least a temporary order. And even a very limited and very temporary order would be enough to piss off Chris because any order restricting him in even the mildest way would be unacceptable to him; the specifics wouldn't matter.

In law school we just went over a libel lawsuit that occurred through the internet. In short, the plaintiff had no case. Basically, CWC can be a SLANDEROUS TROLL all he wants. Megan hasn't even acknowledged any offense, and if she does (for some reason), CWC's defense is reasonable. He didn't avail himself in Megan's home state, he doesn't even have Megan added as a friend, so one could argue that the behavior was not at all directed toward her (even though it clearly is). Also, wherever Facebook is incorporated will play a factor.
I think it's more likely that Megan has been screening her calls and email for a long time because of years of epic ween kids and is probably very good at it by now. I'm sure ween kids have tried, but were hung up on or deleted somewhere around the second syllable. He's gotten a restraining order placed on him previously by Snyder. His routinely following the guy around and going to his store after he's been banned could be seen as stalking.
