I don't think that would really carry any weight, but I'm not well read into how town/state orders work in a case like that.
They haven't been prevented from speaking anyway, they can go anywhere and do it - they just can't do it in those houses that are located in neighborhoods.

To be pretty fair to the residents of the town: how would you feel if a 24/7 broadcast TV show set up show next door to you and the police were visiting every 2-3 days and you could hear shouting and shit while you were in your back yard every day?
