Troon satellite would've fallen into one of the many forgotten deleted self insert SCPs that were a problem in the really old days of the site. I forgot the majority of the shitty self insert SCPs (pretty sure some of them were just shitposts) but I vaguely remember it set guidelines on how to make interesting SCPs or show the organization as being cold rather than hospitable or cruel to any sentient/living SCP unless there are certain circumstances where cruelty is done to protect the rest of humanity.
