If it's anything like some branches of the United States military, some of the guys who enlist straight out of high school have likely never had anyone in their lives who cared enough to show them how to clean themselves properly or make sure they took regular showers.
Instead of trying to identify the new recruits who grew up effectively feral and teach them how to scrub their cheesedicks individually, it's more efficient to make it required for everyone. Best to just make sure everyone is on the same page from the get go. It's like being back in kindergarten with that one kid who is always kind of dirty, smells vaguely like pee, and always has dried boogers stuck around his nostrils. Easier for the teacher to just make topics such as "big kids don't pee in their pants (much)", "it doesn't count as taking a bath unless you use soap and a washcloth", and "wearing clean clothes every day is fun and cool, actually!" part of the curriculum for everyone rather than single out a kid who is probably going to have a hard time being accepted by his peers anyway. Nobody likes the smelly kid, but nobody likes to be singled out for being the smelly kid, either.
In countries and cultures where male infants are not routinely circumcised, I can see how "washing your penis is fun and cool, actually!" is something that needs to be explicitly taught. Some parents do a shitty job of childrearing and then it falls to society to sort out their wayward, cheesedicked progeny.

They cannot give informed consent for a surgical procedure if they aren’t made aware of the real statistics for complications beforehand, (or even aware that most of this shit is experimental). I absolutely believe they know it’s possible to, say, have some rotting at the donor site - but if they knew the complication rate was something like 80+%, they might rethink fucking with their perfectly good plumbing or hacking their chest off and having a scar that looks like their surgeon sewed them up in the dark.
This is the modern day ice-pick lobotomy and we’re going to look back on it as a society with horror.

That isn't going to happen and there is significant risk involved in the surgery.

I was curious about that. It's actually not that high. The risk of death is about 1/100k total, but only about 0.2/100k if you're below 70. Not particularly high esp. given other possible complications.
