A lot of campaigns, especially small, local campaigns do not pay all of their canvassers. Most of them are volunteers, at least in the anecdotal experiences I have heard. Many will have a small handful of paid staff in a few makeshift offices around the state, who will recruit volunteers to make calls and knock doors. Many college students will go for an "internship", school credit, volunteer hours, or just plain experience seeing what a campaign is like and passion for the candidate. Lots of retirees, too. They might pay a few people minimum wage to canvass during power hours when people are home, but there are many volunteers.
I absolutely agree it is slave labor, just not unusual at all for the field, or US internships in general. It's actually kind of nice that he is paying and housing them. Some slave owners are kind!
