Did they approach Tom or did Tom accost them? I'm going to go with option #2 for two reasons. First is that it's randomly in the middle of the street and not outside of or inside his rental. I also have to believe that a seasoned local reporter like Jacqueline would smell the crazy coming off of Tom like the actual shat pants and dumpster smell also coming off of him and would try to avoid him.
A follow on story included the detail that it was a training exercise for a DoD unit in an abandoned building and it was being overseen by Pima SWAT. The sheriff took responsibility for not notifying neighbors. I'm guessing flashbangs or breaching charges were used.

They just look like regular fat guy moobs to me. His T-shirt is unflattering, probably because he’d rather spend his money on becoming an even fatter bastard than on clothing that fits.
