Where have you been noob? Ubuntu used their own DE for years. Unity, from 2010 to 2017 apparently. It was crap.

There's an official Ubuntu flavor that uses KDE called Kubuntu. Is this what you mean? There are also a handful of other official Ubuntu distros...
