Most people should be writing legibly by highschool. Maybe it's an idiot savant type of situation? Like, he has a good memory but is low IQ in general?

He definitely writes his threads in one pass and doesn't proofread them at all, but even then he makes too many mistakes, and ones that are hard to imagine an average native English speaker making.
