Bashir is the first fish to sort of get what Jet meant by saying Fishtank is "advancing the culture" back in his old infamous Twitter post. Now obviously they don't see eye to eye on what that means specifically, but I think Jet just appreciates someone who sees a high concept vision for the show and worked hard towards that direction.
