If there is no concrete proof of fraud, doesn't mean fraud didn't happen though, it can just mean that whoever did it scrubbed their trail well...

On the other hand, a story can be elongated by actively avoiding seeking evidence. Once there is a definitive answer, the story is essentially dead.
