it does not apply to the coast guard and space force because they both have roles that require the ability to enforce the laws of the united states. Coast guard at sea and the space force in space. Their have been various papers from the USSF that are essentialy saying that in the future the space force will need to become a coast guard like organization to enforce US space laws on commercial spacecraft and to aid ground level law enforcement through space based platforms.

Yeah Chernenko already had audible emphysema by the time he ascended to General Secretary. NCIS is Navy and Marines retrained into fed glow niggers. Every military branch has their own fed agency that collaborates with the stasi FBI and other glownigger services. They'd likely make one after the US Air Force's glow nigger force, AFOSI., which I'm assuming is going to do what the navy does and pick up Space Force informants in a similar method where NCIS picks up marines despite being a Navy organization.
