Positive rights are ones you are entitled to and have to be guaranteed by the government, and progressives are big on this unsurprisingly. It's the difference between 'you have the natural right to self-defense so the government cannot prevent you from bearing arms' and 'you have the right to self-defense so the government has to provide you with an AR-15 and ammunition'.
