Back in the 90's I used to watch a lot of Discovery (back when it was good) one of the things they investigated was Haunted houses around the world, specifically in Scotland/England. It turns out, the most haunted houses/castles/graveyards in the Uk/World, all lie on naturally occuring magnetic fault lines.
So they did an experiment of using an 'MRI' like headset to monitor brain patterns, while bombarding the volunteer human with high concentrated levels of magnetism.
What they found was auditory and visual hullucinations occured when certian parts of the brain were blasted with magnetism. The visual hullucinations were people "seeing things out of the corner of their eye". However, it was the auditory hullucinations that had the strongest effect and, unexplainably, the hullucinations were always in the realms of fear and fright. A heightened sense of unease, paranoia and panic.
Almost all magnets used in industrial applications are man made. For those who don't know, you can make a magnet by taking any metallic material and blasting it with electricity (simplified) and that creates a magnet. Magnets are used in everything from hair-dryers to washing machines. From drills to speakers and all are made by blasting metal with current/voltage.
It would be entirely possible to magnetise the graphene in the brain, either pre-injection or (this is speculation) using the naturally occuring electrical impulses in the brain itself. Seems as the graphene would be tiny, the current/voltage needed would be equally as tiny.
Potentially then, the 'mind control' isn't the Tv version of "Must Kill X" while walking with zombie-like out-stretched arms, and could be something as simple as increasing the fear that people feel. The magnets in the brain, coupled with bombardment from social media keeps people in a perpetual state of fear. There is a powerpoint slide or clip or something that floats around conspiracy theory forums about how keeping a population in a constant state of fear makes them easier to control and easier to push in to acting on that fear, which is usually always violence.
TL;DR - graphene can be magnetised in the brain. Magnets make people have a heightened sense of fear and dread. A fearful population is easy to control.
