Sure. I've always argued for re-patriation myself, as it seems to more practical approach. I'd go so far as to offer up a one time lump sum equal to perhaps a decade worth of welfare and a free ticket back to homeland for them, in exchange for the renouncement of their citizenship. That's the key flaw with these ideas: once people are settled it's basically impossible to make them leave without making things horrible for everybody.
