Being promiscuous and shaming your family can absolutely be part of a personal rebellion against the society but gyaru on its own is more of a fashion style. Sure, some gyarus may use it to rebel - in a similar way to how sukeban gangs flaunted school dress codes, engaged in truancy, vandalism and used violence to disturb the society in the 80s; or ganguro's... offences against a sane person's sense of aesthetics - but socially, gyaru at most carries a stigma of immaturity as a woman (especially if gyaru in question is a proper adult already).
