How does the FCC director have ANY power to get broadband into people's homes? Isn't that a job for, I don't know, Internet Service Providers? Are they going to physically build the fiber cables somehow? What am I missing, other than nothing?

It's feelgood bullshit at best, funneling money to friends and those they owe favors to at worst.
Every time you start to see any of this stuff, there's a shit ton of committees, assayers, and impact reports that need to be done with an estimated time of completion 5-10 years down the road. The date quietly comes and goes, they sweep it under the rug, then start again about how everyone needs broadband in their homes, despite the fact that it's easier than ever to get high speed internet. My hick town has 100Mb cable internet.
But that's not good enough.
They've got some pie in the sky attitude about "High speed interent" (never stating what "high speed" actually is in real terms) in "every home", not specifying which regions or where they're going to focus.
It's all a money laundering scheme.

The FCC is more or less useless, especially now where most young people aren't using FCC regulated mediums. They collect licensing money from amateur radio operators but that can't account for much.

I believe it might have been mentioned in this thread, but Obama and Clinton hoovered up all the Democrats' cash while doing very little for candidates down ticket. Meanwhile, the Democrats have also blown tons of money on things like attempting to unseat Mitch McConnell and trying to make Beto O'Rourke a thing. This is probably why they ended up nominating Biden - they didn't have any other plausible candidates.

The point I was attempting to make is that instead of coming up with a stupid solution that might actually fix the problem (the National Guard won't fix the problem, but that's the Dem stopgap for fucking everything), instead they will just fine them which doesn't help anything at all. It shows, per usual with this administration, they don't fucking know WHY anything is happening. Like, how exactly will these fines actually help? I mean, other than stealing money for themselves of course.
