Most big-name conventions that have Comic-Con in the title usually don't allow outsiders on the stage with guests but from my understanding, I don't think Monica was even invited to New York Comic Con as a guest. She crashed the event like the drama queen diva she is.
The appearance isn't even listed on the site that keeps tracks of events she's been invited to. So Monica Rial basically crashes conventions now in hopes her "fame" can pull in people to the event involving Dragonball.

To be fair, that site doesn't even list her appearance (as well as Vic's) at New York Comic Con 2018.

I think it was a PR thing for the new Dragon Ball movie.
However, it's still really fucking weird that they didn't get Sabat or Schemmel, only Monica and Ian Sinclair (?). Unless I'm confusing him for Eric Vale who WAS a guest at NYCC. But that looked like Ian. Which doubly begs the question as to why Eric Vale wouldn't be on that PR panel, given that he's Future Trunks. (If I'm wrong, please correct me.)

Eric Vale was a guest that was invited and I don't know maybe Monica was "uncomfortable" with Eric being at the panel for whatever odd reason she can think of.
I have the list of guests and there isn't any mention of Monica on it. So if it was for PR they would usually list the guests for that too. Though it might've been last minute. Ian Sinclair was there too though he's just the VA for Whis.

And JYB was there too as a guest but he wasn't part of the panel since he's supposed to be the "new" Broly.

Going by how they define public figure and that they consider people like Vic a public figure, monica is a public figure so she is opened to all the comments people make. This is going by their own words.

They list Vic on the actual page for that convention on the animecon site as well as on his page, Monica wasn't listed on either site or even on the conventions list of guests. It's Fancon that doesn't list him there. Sites look the same but animecon pays more attention to the convention runs. Danhausen probably frightened her away since he was there bombing wrestler podcasts and stuff.
