A Nazi salute in the context of a threat is not protected speech, because it's a threat. The legally actionable thing in that case would be, for instance, threatening to burn down Mr Goldberg's kosher butchers, not doing a Hitler salute while threatening to do that. You could write Mr Goldberg a threatening letter while juggling and that would not make juggling a crime, because the crime would still be threatening Mr Goldberg and not performing a specific gesture while you do that.
