This is correct. PL: I've worked in customer service and where I worked, we always called customers back over complaints to try and actually talk to them one on one, no matter how trivial. A lot of the time we just talked with them to (politely) tell them to fuck off and that we were not going to do what they wanted, but we would always try to actually talk to them and not just leave messages. Just because you speak with a manager doesn't mean the manager is going to do what you want.
I got a call from a motel chain once, when I was checking out of the shithole they asked about my stay and I said, "it was fine, just FYI the TV doesn't work" and I got a phone call like this one. It's hard to imagine anyone but my grandmother actually wants those call-backs.
