Y'know, I watched this and I think I figured out part of why it's so weird. Peetz doesn't emote when he talks. He just moves his lips. No cheek movement, no real jaw movement except when forced to by the shape of some words, and definitely no eye involvement. (All he does is ping ball his shifty eyes back and forth, kind of like when Luna the ragdoll is seizing.) He also rarely gestures. A person talking about something they are passionate about, or feeling vulnerable about, will have facial movement and hand gestures that reflect that.

Peetz just........opens his mouth like some kind of weird robot.
