Camden is a weird duck. I have not been there in awhile I remember it following the trends of other NJ cities where some areas are fine and other areas are practically no go zones.
In the 80's yuppies tried to gentrify it and that did not work out but there have been a lot of efforts to improve things and not all have failed. There is also pressure from towns near Camden that have led to it not being a crater.
I looked at houses that were technically in Camden and the area was nice but that was years ago.
