He was always treated like a boy who wanted to be a girl. A freak. I haven't watched the whole show, but there ar really no much of a mother/daughter bonding between Jazz and his mother. Jeanette has never helped her child to become more of a woman in the way a mother would do with their girls.
In a way, it makes sense she didn't: a girl becoming a young woman is a biological path. Your body changes and you need proper clothing for it, your period starts, you start to like boys, and all things mothers also went through so they can help their daughters to deal with. Jazz never got that.
