The words "target audience" implies strategy, which implies planning.Exactly what audience are games like Forza Horizon even supposed to appeal to? If I want to play a racing simulator I'll just load up iRacing. If I want an arcade racer, Mario Kart or its million different clones is the way to go. Neither is as fun as actual track which is why I don't play racing games, but still, from a conceptual standpoint I don't really see what niche these games fill besides fantasy fulfillment for mouth droolers.
Phil's method of making money has always been "point camera at latest AAA game and hope it brings in the money" and that will never change. He's not interested in appealing to anyone, people are supposed to pay him for existing.
His talk about whatever new playthrough bringing in the Silent Majority is to justify keeping his membership goal way too high in the hopes of baiting one of his sped whales into throwing their money away. Might as well since they're all he has left.
