There's a bit of an East/West split in Ukraine because of Russian vs. Polish-Lithuanian control, and Putin doesn't want the more Catholic, western leaning parts, just the parts closer to Russian culture and with more ethnic Russians. Think of Putin's geopolitics like this, if ethnic Russians won't come back to the Motherland, Holy Mother Russia will come for them.

- Sevastopol naval base in Crimea - he got it by taking of Crimea
- to keep Ukraine a frozen conflict going on Ukraine, so that it's impossible for Ukraine to join NATO- he got it by a limited invasion of Donbass and creating "Novorossya".
