So basically the CDC tested a bunch of people that they believed were at high risk for HIV infection and (shocker!) a lot of them were infected with HIV. The article doesn't mention this, of course, but that's pretty much the state of journalism these days.

I looked into it. It's a percentage of people who participated in the NHBS which is not a random sample, it uses a venue-based sample (page 5-6 of the latter link goes into the limitations of a VBS). I'm not good enough at statistics to get a confidence interval or p-value or whatever from anything other than a random sample, so I can't say how accurate the CDC's numbers are for the whole population.
