It honestly sounds like exactly what someone would do trying to escape a crime scene. The crook does something illegal, let's say a stabbing as has been reported. They attempt to escape but are confronted with a situation where in order to do so, they will have to kill several people. Like most criminals, he's not a wanton murderer, just a crook doing some dirt so he tries his best to avoid the children and senior citizens, but then panics and in order to escape just hits the gas. When he thought the scenario was "I'll slow down and be able to escape" he chose to slow down, but when he realized it was "Slow down and go to jail or speed up and escape" then he sped up.

It's a perfectly rational bit of irrational behavior.

They held another press conference where they said nothing. The story must be extremely bad. It’s a black driver who mowed down a bunch of white people. Whether it’s because of Rittenhouse or not, this is the typical disregard for human life that blacks always have particularly when it comes to white people. At 4:39 p.m. CST Sunday, a red SUV was seen breaking through police barriers and speeding into the roadway where the parade was taking place in Waukesha, Wis. The car struck 11 adults and 12 children that were later transported to six area hospitals.

According to local officials, there are "some fatalities" but police are not providing detailed information because they are still notifying next of kin. Police will hold a press conference at 1 p.m. CST Monday, Nov. 22 to provide more information.
