There's no information on motivation, assuming no terrorist motive is exactly the same as assuming a terrorist motive.
This is a major problem with our culture, people who don't know either way being too stupid or arrogant to just say "Not enough information".

This is true. At the start of WWII, America was fairly weak & under powered. Not even close to the top armies in the World in arms, manpower or equipment.
Japan could have legit won (or at least until the A-bomb was invented), if a few chance naval battles went their way. They could have completely secured all of south east Asia.

Fair enough, but you can still make at least some guesses based on experience. When a jogger runs a bunch of people over, it's usually because they've just committed an unrelated crime and don't care who they hit. When a person fresh off the boat from the middle east does, it's STILL usually not terrorism but there's a much higher chance of it.

In fact I'd argue that, when you don't count elderly fucks who shouldn't have licenses, white people are more likely to use cars as tools of terrorism than black people.

There's a bit of nuance to this philosophy. There's a benefit for the police to have huge amounts of drones at the ready to follow suspects instead of chasing them with large police cars, and use that data to stage forces ahead of the apparent route of the suspect.

Of course the fucked up woke version of this line of thought is to just let people get away.
