You're right except that terrorism does not require planning or even official affiliation (which is also an affliction but may ymmv). It is simply enough to act upon a belief, creed, religion or idea when committing a violent act.

The problem with prosecuting this as terrorism is the same reason you’re not seeing a bunch of domestic terror charges on every Tom, Dick, and Harry that runs their mouth on Facebook about their retarded political beliefs then commits theft. You need a clear link between belief and actions. I can’t really see that here at all, I’d be saying the same if some crazy skinhead from out of town stabbed a guy and ended up driving through a Juneteenth celebration. Is it possible? Yes. Is it possible the prosecution will decide that terror charges can be added if they uncover something? Also yes. Is that likely? Not really.
