Minority government is pretty common and is imho one of the great strengths of parlamentiary democracy.
As you say, it means that the governing party MUST continuously compromise and negotiate support from other parties to get anything at all done.
That part also means, by necessity, there is a lot less hostility and partisanship and a lot more of "reach out to the enemy" than in for example US politics. (It is a lot harder to demonize the opposition if you know that you need to compromise and get their support to get shit done)

I like the sentiment, but Gabbard is just a representative, not a senator. The numbers just aren't right for her to be able to hold the Dems in the House hostage like Manchin and, to a lesser extent, Sinema can hold the Senate hostage.
It's important to remember that Gabbard is still young. She has a long political career ahead of her, if she wants it, and I think that she knows that her time has not yet come. If her run this time was an attempt to get her name and face widely known, mission accomplished.
