Build Back Better got put on the shelf because there's a bunch of more important shit that needs to be dealt with.
With the end of November a couple days ago, Democrats need/needed to get 4 things done: 1) prevent a looming government shutdown, 2) prevent a looming debt default, 3) pass the defense spending bill and 4) try and get the ball rolling on Build Back Better again. Priority #1 has been accomplished so far. #2 hasn't even been on anyone's minds, #3 is currently stalled out and #4 probably isn't happening until the other three priorities are resolved.
The current problem with the defense bill is that Rubio wants to add an amendment putting sanctions on goods produced by slave/prisoner labor in Xinjiang. Biden and the Dems are opposing this because climate change agenda > human rights to them and they don't want to damage their already shitty relationship with Xi. Nobody is even thinking about the debt ceiling right now and Build Back Better is sitting on the back burner until further notice.
Notice, by the way, how the constant press coverage of Manchin and Sinema and talk of division within the Democratic Party went away when the Dems stopped focusing on BBB.

I think you could argue that both were forestalling a question that needed to be decided one way or another, but both were created under the assumption that the "debate" was winding down, only to see it revved up again as the sides got more entrenched. The Founders were avoiding the issue in hopes it would go away; Roe stuck its nose in for no reason. The Founders couldn't have foreseen the cotton gin making slavery profitable again, but Roe should have definitely foreseen that science was going to get progressively better and make any viability compromises unworkable.

And pro-life numbers haven't really gone down across generations, even when things like religiosity have. The political will is there, and the biological/medical pro-abortion arguments are at least as weak as Roe's legal arguments.
