In 2 seconds of research it seems that in some states felons are prohibited from legal name changes. Some allow sex criminals to change their name if they re-register. One if they can convince the police to write them a letter of good behavior. I seem to recall there was at least one troon seething somewhere about the rules(probably Twitter, probably in this thread actually)
