Boogie is stupid, really dumb but not THAT stupid, he would never choose an underage hooker and brag about it openly. He's retarded but not braindead.
The way he referred to the new hooker case is a classic manipulative lying technique.
Start with a complete, ridiculous lie "my haters pretend she's underage" - it's easy to deny, nobody really said it, his followers assume she is 20-25, boogie just made up the accusation, and then follow it by a true thing - she's actually a hooker - and deny it in the same wave, it's much more easier after you "proved" that your haters are alledgedly lying.
"Conspirationnists say that the clintons are lezards from out of space and that the vaccine is not as efficient as the government says, what a bunch of crazy lunatics!".
Understand what I mean?

Seeing as Chad gets a front row completely unedited view of the Melon, I wonder if what his truthful opinions are on all of this. Does he see falling in love with a hooker being as pathetic as it really is? Does he wish Frank would have succeeded in his sissy hypno and taken Boogie far away?

Probably the best example of this in fiction would be Peter Falk's portrayal of Columbo, who would ham up his act of looking like a gullible buffoon while talking to a suspect he knew was guilty and almost let him off the hook, before then uttering his "Just one more thing. . ." catchphrase and nailing them to the wall. The suspects all thought they were a lot smarter and Columbo was a lot dumber.

That's not to say it would take a Columbo to get this stupid fat fuck to incriminate himself.

And this is why the rule is don't talk to cops. You are not smarter than they are, at least not at the very specific mode of communication they're very well practiced at.

You especially don't want to talk to feds because while it's illegal in many places to lie to the cops, states rarely prosecute such cases. By comparison, given a choice between prosecuting you for whatever they were trying to get you on and prosecuting you for lying to them, feds would often prefer the latter, e.g. Martha Stewart.

They had a really weak insider trading case they would have had a tough time actually proving and if she had simply shut the fuck up, odds are she'd have walked. Instead she talked. Whoops.

While in theory insider trading covers a wide swath of unethical practices, in actuality, short of a memo saying something like "hey let's do some insider trading," (more common these days thanks to email), it's not that easy to prove.

Anyway with an idiot like Boogie he'll videotape his own crime and put it on YouTube because he is just that stupid. Or in this case, let Frank Hassle videotape it. All he had to do was stay inside, call the cops, have Hassle arrested, and it would be Hassle who looked like the dick.

Instead he gave Hassle the drama he lives for and loads of clicks, and plus, maybe goes to prison for it.

I don't think he fares well in prison, which is sadly how he might weasel out of it. The judge is going to be able to tell he's a soft pile of shit unlikely to survive. I mean even a guy like Ethan Ralph, angry little manlet that he is, is obviously pugnacious and willing to take a swing, as well as being a grudge-holder with a bottomless thirst for revenge. Most people would think twice before fucking with him. Even if you did kick his ass you'd best sleep with one eye open for quite some time.

This isn't to say Ralph's behavior is admirable to any great degree, just that I wouldn't even think once before bullying the fuck out of Boogie, much less twice. He's literally such a giant pussy that even with a gun the guy he was pointing at mocked him to his face.
