Total hospital capacity is all that matters. Looking at a specific ward, like ICU, doesn’t make sense, as their nature will dictate that they’re always close to capacity. I was a nurse for five years and we would convert rooms to ICU and back as needed all the time. Otherwise we’d have been wasting space.

It's the lack of staff that is the bigger problem though, because ICU staff is being over-worked and quitting, and cannot be replaced as quickly due to the long, specific education required.
EDIT - this is what I've been hearing for my region, since Fall 2020, before the vaccines were even a thing.
