AGPs are straight, frequently autistic, men who - prior to developing their fetish - typically never took an interest in fashion or makeup. Consequently they usually don't care about aesthetics, and therefore treat women's clothing and makeup as symbols. In this case what's happening is that they're not paying attention to their makeup, they're just paying attention to the act of wearing makeup, because women wear makeup. When they look in the mirror, they see how different they look to their normal male face because they're wearing makeup (instead of considering how the makeup looks, or how different they look to a woman wearing makeup) and experience arousal at this "transformation". And with black lipstick the understanding is "hot goth chicks wear black lipstick, so therefore I will wear black lipstick and picture myself as a hot goth chick". There may also be an element of wanting to be perceived as edgy/cool/different but I guarantee there's no part of him who decided to put on black lipstick because he was convinced it would enhance his features better than a different shade.
