The reality is that most people who were for it really did not think it would get as bad as it did. There was a widespread sense of "wait what?" when the bureaucracy given unlimited power started to abuse it immediately.

It was something done in the midst of an absolute panic to prevent BLM-style mass riots. Nobody is scared of Whites, Hispanics, or Asians burning shit down, so nothing gets done there.

It was not some pre-planned elite domination tactic. It was just a lucky break.
