I find that a lot of it has to do with tolerance being an increasingly acceptable virtue. Perhaps even the only acceptable one. It began well-enough, but it's since ballooned into something I don't think anyone could have anticipated. It doesn't help that morality is also seen as subjective, by and large. Therefore giving people like Kevin and this strange, diaper-wearing man the ability to express their fetishes publicly. Whereas in elder days this kind of thing would have been rightfully condemned, if it existed.
It saddens me, knowing he has a mother and brother who are—for all intents and purposes—rather normal. I have to think his mother probably avoids looking into her son's "private" life, for fear of what she'll find if she does. As there's no way she's completely ignorant of Kevin's interests and sexual proclivities. Perhaps she wishes she was.

I've got no real strong opinion on the costume personally, although I do want the movies to be good and I'm cautiously optimistic based on the trailers for the new bat flick. That said...
In order for Kevin Gibbles n' Bits to like anything, it has to be brightly colored cartoon bullshit with genderqueer colors. I guarantee you he would be dry-creaming his stink ditch if the Riddler's trademark question marks had something to do with being non-binary or the Riddler not knowing his own gender.
I dunno, Kevin might make a pretty good campy Batman villain. Barely even needs makeup/CGI to look uglier than the Croc. Maybe his thing is like, he poisons the water supply of Gotham City by dumping that estrogen bullshit in the sewers. He can control an army of alpaca-henchmen.

This would be secondary to the main problem he causes: People all over Gotham City are trooning out at an unprecedented rate.
