The vaccine is not necessarily COVID-19. The vaccine is the stated goal of the research project, and COVID-19 ranges from the raw natural virus collected for the research to intermediate test results to the end product. There is no telling what covid19 actually is. The first few pages pv released could be a memo written by anyone working from darpa and shouldn't be taken at face value.

The spikevax isn't the goal of the research project. Their goal was to make an attenuated version of the lab-produced Wuhan SARS2 and distribute it to bats in aerosolized form to eliminate SARS from the environment. Though the weirder part I guess was the DARPA proposal where they said they wanted to make the same thing but as an attenuated virus vaccine for soldiers so they could operate on the Asian mainland.
