Two weeks wasn't enough time to investigate all of their cases and determine which ones merited a pardon and which ones should actually be prosecuted.

Pretty sure they needed to be charged and convicted before a pardon could be issued. Isn't that how these things go? You can't pardon without a conviction.

Carter pardoned every draft dodger, even the ones who were never charged.
