That's kind of the point. Russia's current interest is in stabilizing/invading (depends how you look at it) Ukraine and only Ukraine. Putin doesn't care to start a war with NATO when he can pressure them economically instead. He's got the big players in the EU by the balls already, thanks to their dependence on Russian resources. As for the rest, Russia doesn't care about angry clucking coming from the Baltics and other such small players because they have no way of influencing Russia and will obey what their EU masters tell them. Actually it's exactly what one analyst was theorizing, if Putin infringes (however lightly and plausably deniably) even one NATO member and there is no response, the NATO will essentially be null and void. If that's the case, Putin would become the person who defeated NATO, a title he would absolutely crave but this gamble may have dire consequences, essentially it's all or nothing gamble for him.
NATO has been showing cracks and Baltic states in particular have had plans and wargames for just this scenario of indescript green men one day showing up. This is def something they practice and prep for themselves as there is little hope for cucked EU NATO members to do shit.
