There didn't even need to be actual physical molestation for it to be a kind of sexual abuse IMO. We can see on the show how little Jeanette respects the children's boundaries and how she imposes sexual things on them, like showing them her boudoir photos, talking to them about her sex life and their possible future sex lives or talking about it all right in front of them.
There's a lot of times when you see Jeanette with her friends(?) and they act like a hen party or like the Sex and the City characters, gossiping and joking about very explicit sexual topics. That's annoying to be around if it's in public or around people who don't want to be involved in that conversation, but it's fine in itself. The problem is she talks to her children exactly the same way, and I think she has done since they were little. She treats the children like they're her drinking buddies there to share tales of weird sexual escapades and reassure her that she's "still got it". I don't know if she groped any of the kids but just the way she talks to them is enough to fuck them up.
