That is 100% intentional, and it is indeed a tort, as evidenced by the fact that a lawyer asked the judge for it and got it. The bankruptcy system is supposed to distinguish between mistakes ("I accidentally my entire business, please forgive debts"), accidents ("I was hit by a car and the hospital wants more than I can ever pay, please forgive debts"), and deliberately being such an incredibly a stupid asshole that you deliberately cost other people money ("people called me fat and I frivolously sued them, please forgive debts"). Granted, as we saw in DSP's bankruptcy the system doesn't always work correctly, but I'm pretty sure that it is in fact the law that Fat Rick can't just declare bankruptcy to make the costs incurred by his bloated ego just go away.

except if he buys it, it's still a debt, and if he doesn't pay some or all of the 24k+, it becomes taxable income for the year it was written off. and the IRS doesn't screw around with that. If he fails to claim it on his taxes they will assess him the amount owed plus penalties for substantial understatement of income. If he fails to send the 1099-C, then he's committed fraud and he's also screwed.
