As far as I know Phil had his tattoos done by professional tattoo artists so they would have been using inks made by reputable manufacturers. That plus the fact that the tattoos aren't even that old and the fact that Phil isn't out working 40 hours a week under the sun or anything, I doubt they're fading.
Phil actually goes to reputable places; his most recent haunt proudly proclaims having trans artists. If there's any danger it's Phil is filthy and could potentially get an infection.
