The destruction is caused by government immigration policy. The main reason French was (and to some extent, still is) being threatened in Québec is because the Canadian government was, and is, flooding the country with foreigners. Almost all immigrants learn English and not French. If you flood Montréal with hundreds of thousands of Eastern European Jews who speak English and Yiddish, but not French, then the city starts losing its French character; the province as a whole starts losing its French character.

This dynamic has been partly mitigated by the province negotiating a deal with the feds to only allow francophone immigrants into Québec, but that has increasingly just turned into the feds flooding the province of Québec with various undesirables from the former French Empire, such as Haiti, Cameroun, or Syria. Which partly solves the linguistic issue (despite Haitians speaking barely-comprehensible Pidgin French), but obviously it has just opened a whole new can of worms.
